Jobs Bulletin Board at the Environmental Law Institute

I was recently reminded that the Environmental Law Institute has a terrifc environmental jobs bulletin board, at http://www.eli.org/Associates/bb_jobs.cfm .

Unfortunately, there is a catch - only ELI members can access it.  The bulletin board is a password-protected site designed only for members.  An individual ELI membership costs $120 per year.  For law students, however, there is a complimentary 1-year membership available.  (http://www.elistore.org/member.asp)

Position: Principal Officer for Secretariat of the Convention on Biological Diversity, Deadline: December 23, 2012

Interestingly enough, the Convention on Biological Diversity is searching for the Principal Officer for the Secretariat in Montreal! I haven't looked at the organizational structure recently, but it appears to be the director for the Secretariat. Presumably, the position does not require specific legal skills, but that is clearly a desired set of qualifications.  Should be of interest to a senior environmental lawyer in the natural resource field.

a) Develop and maintain a plan for the Secretariat’s support to mainstreaming the strategic plan with relevant organizations internationally to advance its implementation, monitoring, assessment and review; b) Coordinate programmes within the Secretariat to promote the implementation of the strategic plan of the Convention at the national, regional and global levels; c) Liaise with out-posted regional UNEP staff to promote implementation of the strategic plan and monitoring of the Aichi targets; d) Liaise with other organizations within and outside of the United Nations system to facilitate contributions to the implementation of the Strategic Plan and contributions to the UN Decade for Biodiversity; e) Oversee the preparation and ensure quality of reports for presentation to senior management, the Working Group on Review of Implementation (WGRI) and the Conference of the Parties (COP) on the assessment and review of the implementation of the strategic plan; f) Analyze scientific, technical and policy developments relevant to the implementation of the Strategic Plan and prepare proposals for additional activities; g) Ensure follow-up action to relevant decisions of the Conference of the Parties and other bodies of the Convention related to the strategic plan and Aichi targets; h) Act as focal point in the Secretariat for national focal points and partnership with development agencies externally; i) Lead, organize and/or participate in substantive discussions, meetings, and conferences and represent SCBD in those meetings; j) Establish and maintain inter-linkages and partnerships with partners internationally to enhance synergy and integration of biodiversity in their programmes; k) Establish external contacts and partnerships with governments and international agencies for the purpose of planning, approving and improving collaboration and coherence in mainstreaming biodiversity; l) Determine priorities and the allocation of resources for the effective completion of outputs and in ensuring their timely preparation and high-quality standards; m) Manage staff performance to ensure ongoing professional development and continued learning; n) Report to the Executive Secretary, donors and the intergovernmental bodies of the Convention on budget proposals, programme performance and programmatic/substantive issues; o) Oversee the recruitment of staff, including short-term staff and consultants; p) Manage, guide, develop and train staff; foster teamwork and communication among staff and across organizational boundaries; q) Participate as a member of the Management Committee of the Secretariat; r)Liaise with all stakeholders for their inputs into the preparation of the GBO; s) Ensure the timely production of the GBO; t) Lead in the Secretariat-wide coordination for the production of the GBO, u) Perform other related duties as requested by the Executive Secretary.

Education:

Advanced university degree (Master’s degree or equivalent) in environmental sciences, sciences, natural resources management, environmental law, international law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 15 years of progressively responsible experience, including in the field of environment and sustainable development or related area is required. Profound management experience including resource management in human resources and financial management, as well as experience in programme and project planning and analyses is required. Experience in strategy setting and implementation as well as international negotiations is required. Work experience in senior officer assignments in an international organization is highly desirable.

This position announcement has been re-posted on USA Jobs, with a closing date of December 24, 2012. This is an amazing opportunity for a senior person in international environmental law. When I was involved in drafting the job description last summer, it was intended to be the Agency's most senior legal officer specifically focused on international environmental law.  The position is designated as a Senior Leader, equivalent to a Senior Executive (in the Senior Executive Service, which is the federal government's most senior level of career management). BACKGROUND
The Environmental Law Programme (ELP) provides the principal source of environmental law expertise to the IUCN Programme. The work of ELP is carried out by the IUCN Environmental Law Centre (ELC) in collaboration with the IUCN Commission on Environmental Law (CEL), and the IUCN Regional and Country Programmes.
The ELP supports the development and implementation of international and national environmental law, provides technical assistance and promotes capacity building in developing countries, while also maintaining the world's premier environmental law information and data base service.
RESPONSIBILITIES
The primary responsibilities of the Legal Officer are:
·Develop and manage a portfolio of projects related to legal aspects of climate change including REDD+, Ecosystems based adaptation, forests conservation and land use issues. Project development and management include the preparation of concepts and proposals, the identification of funding sources, project related administrative duties, reporting, as well as the provision of technical assistance;
·Play a major role in the implementation of the 2013-2016 IUCN Environmental Law Programme (ELP) on valuing and conserving nature, effective and equitable governance of nature’s use and deploying nature-based solutions to global challenges in climate, food, development;
·Contribute to programming and reporting for ELP, and to general IUCN programming as required;
·Ensure that ELP expertise on the legal aspects of climate change related issues is available to policy makers;
·Collaborate with ELC legal and information officers, with the staff of IUCN's Regions responsible for environmental law, and with members of the IUCN Commission on Environmental Law (CEL) in project-related development and work;
·Collaborate with IUCN's technical programmes to identify and meet their requirements for legal input;
·Organise and lead project related workshops and meetings in the area of his/her work, as appropriate;
·Manage and supervise the work of consultants in the projects within his/her areas of work;
·Support the activities of CEL, and its specialists groups, as appropriate;
·Develop and prepare IUCN reports, newsletters and environmental law-related publications;
·Represent the ELC in relevant meetings and conferences;
·Take up any other appropriate duties within the areas of work assigned by the ELC management.
REQUIREMENTS
·Juris Doctor or equivalent with strong academic record and emphasis on environmental law, including significant experience regarding climate change, and energy in relation to biodiversity conservation, as well as regarding international conventions related thereto.
·At least eight years of increasingly responsible work experience in those fields.Work experience in developing countries is desirable.
·Proven experience in developing, fundraising and managing projects.
·A broad legal background, including private and/or government practice, experience with commercial and industry issues and legislative development desirable. Policy development experience an advantage.
·Excellent research, writing and analytical skills needed as well as an ability to work both independently and in a small, multi-cultural team.
·Experience in facilitating and participating with volunteer networks.
·Exceptional interpersonal skills.
·Computer literacy in basic office applications and the internet.
·Demonstrated ability to communicate effectively, including to a non-legal audience.
·Speaking and writing skills in English required and fluency in other IUCN languages (French and Spanish) desirable.Working knowledge of German an advantage.
·Willingness to undertake significant levels of work-related travel.

The EPA Office of Enforcement & Compliance Assurance (OECA) offers qualified and highly motivated law students the opportunity to work side by side with practicing environmental lawyers and technical professionals in its Washington, D.C. headquarters office.  Students work in the office as academic (for credit) interns; under a variety of public service or academic fellowships and as unpaid law clerks or interns.  In some years, depending on budgetary allowances, a limited number of paid positions for Summer 2013 may be available.

Each law clerk is expected to develop a written assessment of activity, documenting accomplishments, works in progress and anticipated issues. Summer internships generally run for eight to ten weeks. Students are assigned to work in one or more of the practice areas based upon a preference and skills questionnaire and the space available in each individual office. The majority of the positions will be located in the EPA Ariel Rios Federal Office Building located  at 1200 Pennsylvania Avenue, N.W. in Washington, D.C.  This building is easily accessible to the  metropolitan Metro subway system, Federal Triangle Station, which included the Orange and Blue   line trains. We are located a short distance from the White House, FBI Building and Smithsonian  Institution museums. Call for Student Articles

To Become an IEL Hartrick Scholar for 2013

The IEL Hartrick Scholar Writing Competition: The Institute for Energy Law of The Center for American and International Law announces its 2013 Hartrick Scholar writing competition. All eligible students are invited to participate.

Eligible Students and Topics: Students enrolled in law school as of December 2012, and seeking a juris doctor degree, are eligible to submit an article for consideration in the IEL Hartrick Scholar competition. The general subject for this year’s competition is any topic related to energy development. This includes, for example, topics concerning oil and gas law, alternative energy resources, energy regulation, and environmental regulation of the energy industries.

The article can be any work prepared by the student while enrolled in law school and can include prior works prepared for law journal or a law school course, so long as the submitted version complies with the submission guidelines. The Hartrick Scholar Judging Committee will select one or more outstanding submissions that they deem worthy of recognition.

Submission Guidelines: The article must be submitted to the Hartrick Scholar Judging Committee, at the address listed below, on or before January 15, 2013. The article should not exceed 8,000 words including footnotes (this approximates 40 double-spaced pages of text and footnotes or 25 printed pages). Footnotes should be in Blue Book format and placed at the bottom of the page where the footnoted text appears. The article should be submitted in pdf or hard copy accompanied by a cover email message or letter that contains the following information: (1) the title of your article; (2) the law school where you are currently enrolled; (3) your mailing address; (4) your telephone number; and (5) your email address. The article should not contain your name, law school, or any other identifying information.

Selection of the 2013 Hartrick Scholar(s): The Hartrick Scholar(s) selected by the Judging Committee will be notified on February 15, 2013. The Scholar(s) will receive a $2,500 cash award at the Institute for Energy Law’s 64th Annual Oil &amp; Gas Law Conference to be held February 21-22, 2013, in Houston, Texas. The Hartrick Scholar(s) also will be recognized for their work at the Career Paths For Young Attorneys in the Energy Sector Symposium to be held on March 1-2, 2013 at The University of Tulsa College of Law. Selection as a Hartrick Scholar includes, in addition to the $2,500 cash award, the cost of travel to attend the Conference in Houston and the Symposium in Tulsa.
