Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP Division of Environmental Law and Conventions (DELC) identifies synergies and promotes the substantive collaboration among Multilateral Environmental Agreements (MEAs). DELC also encourages interlinkages between UNEP's programme and those of MEAs.  This position is located in the United Nations Environment Programme, Division of Environmental Law and Conventions at the Brussel's office under the direct supervisor supervision of the Head of the UNEP Brussels office and secondly to the Division Director, DELC and will be responsible for the following duties;
           
Responsibilities
1. Act as Focal Point for all communications and contacts with the European commission and the ACP Secretariat.
2. Act as quality control officer at administrative, technical and substantive levels in the programming, implementation and coordination of the European Commission ACP MEAs programme.
 3. Closely follow-up and disseminate latest developments related to the Financial and Administrative Framework Agreement (FAFA).
4. Assist and facilitate specific queries from the regional hubs and executing agencies to the European Commission and the ACP Secretariat.
5. Follow-up in close working relationship with the European Commission and the ACP Secretariat on latest developments related to EDF 10th.
6. Advise DELC of all relevant European Commission, especially Aid Cooperation (AidCo) requirements regarding project implementation. This will include relevant EC rules and procedures. EC  working modalities, visibility requirements etc.
7. Keep the ACP Secretariat fully up-to-date and regarding project developments and engage with the ACP Secretariat to obtain support and endorsement of the ACP Secretariat for selected activities, countries. etc .under the EC ACP MEA's programme.
8. Participate in meetings at European Commission level ensuring visibility to the EC ACP MEAs Programme and in any other ec ACP MEAs programme related meetings in Brussels.
9. In line with the EC ACP MEAs programme visibility and communication plan, plan and implement individual visibility activities, including preparing
the Programme Newsletter, updating the Programme website, etc.
10. Ensure appropriate dissemination or MEAs programme information through adequate channels (European Commission Network, ACP Secretariat network) and tools (meetings, UNEP Brussels Office Newsletter, EC ACP MEAs Programme newsletter etc).
11. Follow-up signed ACP Secretariat UNEP MoU and signed Joint Research Center (JRC)- UNEP Collaboration Agreement.
12. Responsible for all administrative and logistical arrangements as well as organisational aspects and hosting of the programme steering committee (PSC).
Support the production, review and quality check for PSC documents and reports and act as a quality control officer.

Education
Advanced university degree (Master’s degree or equivalent) in politics, finance, business administration or related area.  A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
           
Work Experience
A minimum of two years of progressively responsible experience in environmental field or related field. Working experience in an international organization or within the European Institutions preferably by the European Commission (EC) is an asset. Project management skills and knowledge of EC project cycle of operations are an asset. Sound knowledge and experience of the functioning of the EU institutions an advantage. Familiarity with EC, UN and UNEP financial rules and regulations is an asset. Ability to work independently with drive and creativity.
            
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage. 
           
Assessment Method
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
