Climate Change Job Vacancies

Position: Deputy Chief of Party for JURIS project by ABA program in Beijing
Here is an announcement for a Deputy Chief of Party position for the JURIS project of the ABA Rule of Law program in China. (In USAID lingo, Deputy Chief of Party is essentially the deputy director of the project.) This would be an exciting opportunity for the broader China law crowd, as environment is only a limited piece of work that ABA does in China. I presume that the position would report directly to Allison Moore, who has been the leader of the ABA program in Beijing and responsible for this great project.

ABA ROLI is a non-profit program that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations.
JOB SUMMARY
The ABA Rule of Law Initiative is seeking a Deputy Chief of Party (DCOP) for a new rule of law program in China, “Justice Under Rule of Law in Society” (JURIS), which will be implemented in partnership with The Asia Foundation. JURIS is a four-year project starting in October 2012 that aims to enhance access to justice in order to strengthen the rule of law in selected locations in China. JURIS will advance citizens' rights and access to justice through two strategic entry points: administrative law and criminal law, while identifying and tackling other priority legal issues as the project progresses in order to respond to China's dynamic reform environment. The DCOP candidate should be a development professional with rule of law expertise, including but not limited to: building the capacity of institutions in the justice sector; improving access to justice; experience with legal education; policy research and development in the justice sector; governance; public participation; and administrative law. Candidates must possess practical experience in managing and implementing rule of law programs.
RESPONSIBILITIES
- Overall field responsibility for implementation, monitoring and evaluation of ABA ROLI JURISprogram activities;
- Manages international and local staff;
- Identifies program methodologies and develops long-term and short-term strategies and work plans to improve the rule of law;
- Responsible for financial oversight of program and for donor relations in-country.
QUALIFICATIONS
Applicants should have a minimum of 5 years relevant experience managing multi-year, multi-million dollar projectsin fields required for the successful implementation of this program, such as rule of law, governance, public participation and capacity building, andinstitutional strengthening, as well as an understanding of policy and policy development in these sectors. An advanced degree in a relevant field (law, international development, governance) is required. Technical working experience in China is strongly desired.
Essential skills include:
- Experience and/or knowledge of the legal, political, economic, administrative and socio-cultural context of legal and institutional reform in China;
- Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar size and complex USG-funded programs with skills in strategic planning, management, supervision, budgeting;
- Experiencewith liaising and negotiating with host country governments, USG donors, and contractors as well as budget management, staff oversight, and the provision of legal services and technical advice;

Position: Principal Officer for Secretariat of the Convention on Biological Diversity, Deadline: December 23, 2012
Interestingly enough, the Convention on Biological Diversity is searching for the Principal Officer for the Secretariat in Montreal! I haven't looked at the organizational structure recently, but it appears to be the director for the Secretariat. Presumably, the position does not require specific legal skills, but that is clearly a desired set of qualifications. Should be of interest to a senior environmental lawyer in the natural resource field.

BACKGROUND
The Environmental Law Programme (ELP) provides the principal source of environmental law expertise to the IUCN Programme. The work of ELP is carried out by the IUCN Environmental Law Centre (ELC) in collaboration with the IUCN Commission on Environmental Law (CEL), and the IUCN Regional and Country Programmes.
The ELP supports the development and implementation of international and national environmental law, provides technical assistance and promotes capacity building in developing countries, while also maintaining the world's premier environmental law information and data base service.
RESPONSIBILITIES
The primary responsibilities of the Legal Officer are:
·Develop and manage a portfolio of projects related to legal aspects of climate change including REDD+, Ecosystems based adaptation, forests conservation and land use issues. Project development and management include the preparation of concepts and proposals, the identification of funding sources, project related administrative duties, reporting, as well as the provision of technical assistance;
·Play a major role in the implementation of the 2013-2016 IUCN Environmental Law Programme (ELP) on valuing and conserving nature, effective and equitable governance of nature’s use and deploying nature-based solutions to global challenges in climate, food, development;
·Contribute to programming and reporting for ELP, and to general IUCN programming as required;
·Ensure that ELP expertise on the legal aspects of climate change related issues is available to policy makers;
·Collaborate with ELC legal and information officers, with the staff of IUCN's Regions responsible for environmental law, and with members of the IUCN Commission on Environmental Law (CEL) in project-related development and work;
·Collaborate with IUCN's technical programmes to identify and meet their requirements for legal input;
·Organise and lead project related workshops and meetings in the area of his/her work, as appropriate;
·Manage and supervise the work of consultants in the projects within his/her areas of work;
·Support the activities of CEL, and its specialists groups, as appropriate;
·Develop and prepare IUCN reports, newsletters and environmental law-related publications;
·Represent the ELC in relevant meetings and conferences;
·Take up any other appropriate duties within the areas of work assigned by the ELC management.
REQUIREMENTS
·Juris Doctor or equivalent with strong academic record and emphasis on environmental law, including significant experience regarding climate change, and energy in relation to biodiversity conservation, as well as regarding international conventions related thereto.
·At least eight years of increasingly responsible work experience in those fields.Work experience in developing countries is desirable.
·Proven experience in developing, fundraising and managing projects.
·A broad legal background, including private and/or government practice, experience with commercial and industry issues and legislative development desirable. Policy development experience an advantage.
·Excellent research, writing and analytical skills needed as well as an ability to work both independently and in a small, multi-cultural team.
·Experience in facilitating and participating with volunteer networks.
·Exceptional interpersonal skills.
·Computer literacy in basic office applications and the internet.
·Demonstrated ability to communicate effectively, including to a non-legal audience.
·Speaking and writing skills in English required and fluency in other IUCN languages (French and Spanish) desirable.Working knowledge of German an advantage.
·Willingness to undertake significant levels of work-related travel.
