ENVIRONMENTAL APPEALS BOARD
2013-2014 LEGAL INTERNSHIP/EXTERNSHIP PROGRAM

Location: U.S. EPA East, Washington, DC (Federal Triangle metro stop)
Salary: Unpaid. Students may work as academic (for credit) interns or as unpaid law clerks or externs.
Hours: Full-time/semester-in-practice (40 hours per week) or part-time (at least 15 hours per week)
Other requirements: Must be a continuing law student and enrolled in law school for the semester following 
the internship. Students must have U.S. citizenship.

Office Description: The Environmental Appeals Board (Board) is the final EPA decision maker on 
administrative appeals under all major environmental statutes that EPA administers. It is an impartial body 
independent of all Agency components outside the immediate Office of the Administrator. The Board was 
created in 1992 in recognition of the growing importance of EPA adjudicatory proceedings as a mechanism for 
implementing and enforcing environmental laws. There are four Environmental Appeals Judges responsible for 
Board decisions thatsit in panels of three and make decisions by majority vote. 
The Board's caseload consists primarily of appeals from permit decisions and civil penalty decisions, as well as 
petitions for reimbursement of costs incurred in complying with cleanup orders issued under the Comprehensive 
Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The Board decides these 
matters pursuant to a delegation of authority from the EPA Administrator. Additional information about the

Position Description: The Board seeks legal internsto assist both the Environmental Appeals Judges and 
Counsel to the Board to conduct legal research, analyze applicable law and the administrative record, draft legal 
memoranda, and prepare final decisions. In addition to excellent legal research, writing, and analytical skills, 
the Board seeks applicants with an interest in environmental law, administrative law, or appellate litigation. 
Experience in any of these areas is a plus. The Board will consider applications from 1L and 2L law students; 
rising 3L students who wish to work in the fall or winter/spring semester of their 3L year also may apply. Start 
and end dates are negotiable. Summer positions are full-time only and require a commitment of at least eight 
weeks. Fall and winter/spring positions may be full-time or part-time and require a commitment of at least ten 
weeks.
